A) Top row icons are right aligned:
B) Show or hide appearance panel does this in the color panel:
and this if the spectrum is set to hidden:

Scrollbar in this case signals more additional content than is actually hidden below - you have to pull it down like there were "pages" of content:

@Ingolf (A) will be fixed, but the problem with (B) is similar to other panel size adjustment / activation issue. I will try to find a solution for this.
As for scrolling the properties panel, should the scrollbar be always visible?

The issue I see with B) is that the icon "Show or hide appearance panel" has nothing to do with what happens. It pops up the spectrum in the color panel?
And no, the scrollbar should only be visible when relevant.

Visibility of the scrollbar on the Mac at least should likely adhere to the user's preference set in System Preferences -> General
