Cannot unlock all layers in Object Menu

I wonder why I cannot unlock all layers (in this case layer "Rubrik") by using in Object Menu.
Is this by design?

Seems to be a bug. It ignores layers and only searches for locked objects. I will try to fix this for the next build.
