1.2.075 Properties Panel resize problem

Intel, Windows 11, 24H2

Trying to resize or scroll the Properties Panel to reveal hidden properties:

Panel will only extend when dragging from top edge. Dragging the bottom edge will move the panel around.
Dragging the vertical scroll indicator will only work at the leftmost pixel column of the indicator.
Present in 1.2.074 too.

The mouse wheel will scroll the panel fine.!
